The Trump administration is working secretly, in consultation with Russia, to draft a new plan to end the war in Ukraine , according to American and Russian officials who spoke to Axios.
The 28-point US plan is inspired by what the White House calls President Trump's "successful" Gaza peace initiative . A senior Russian official told Axios he is optimistic about the plan, but it is not yet clear how Ukraine and its European partners will receive it.
The 28 points of the plan are divided, according to Axios' sources, into four main sections : peace in Ukraine, security guarantees, security in Europe, and future US relations with Russia and Ukraine.
It is unclear how the plan addresses thorny issues such as control of territory in eastern Ukraine – where Russian forces are making gradual progress but still control far less territory than the Kremlin has demanded.
Vitkov and Dmitriev outline the framework of the new peace plan
The draft has been drafted by Trump's envoy, Steve Witkoff , and, according to an American official, he has analyzed it thoroughly with Russian envoy Kirill Dmitriev.
Dmitriev, who heads the Russian sovereign wealth fund and is actively involved in diplomacy on Ukraine, told Axios in an interview on Monday (11/17) that he spent three days in continuous discussions with Witkov and other members of Trump's team during his visit to Miami, from October 24 to 26.
Dmitriev expressed optimism about the chances of the agreement's success because, as he said, unlike previous attempts, "we feel that the Russian position is really being heard."
Vitkov was scheduled, according to Ukrainian and American officials, to meet with Ukrainian President Volodymyr Zelensky today (11/19) in Turkey, but postponed his trip.
Vitkov discussed the plan with Zelensky's national security adviser , Rustam Umerov, in a meeting earlier this week in Miami, a Ukrainian official confirmed to Axios.
" We know that the Americans are working on something ," the Ukrainian official said.
" The president has made it clear that it is time to stop the bloodshed and come to an agreement to end the war. President Trump believes there is an opportunity to end this senseless war if flexibility is shown ," a White House official told Axios.
Dmitriev told Axios that the basic idea is to build on the principles that Trump and Russian President Vladimir Putin agreed to in Alaska in August and formulate a proposal “ for addressing the conflict in Ukraine, but also for how to restore U.S.-Russia relations and address Russian security concerns .”
“ It’s actually a much broader framework, which essentially says: ‘How can we finally bring lasting security to Europe, not just to Ukraine ,’” he said.
The goal is to create a written text along these lines before the next Trump-Putin meeting, according to Dmitriev. Plans for a summit in Budapest between the two leaders remain on hold for now.
Can Washington convince Ukraine and Europe?
Dmitriev clarified that this effort is not at all related to the British- led initiative for a "Gaza-style peace plan" for Ukraine, which he assessed as having no chance of success because it ignores Russian positions.
The Russian envoy said that the American side is now in the process of explaining to Ukrainians and Europeans the "benefits" of the current approach.
" All this is happening against the backdrop of the certain successes that Russia is expected to have on the battlefield ," he added, arguing that Moscow's negotiating power is increasing.
The American official confirmed that the White House has begun briefing European officials about the new plan , in addition to the Ukrainians.
The official said that the White House believes there is a real chance of convincing Ukrainians and Europeans and that the plan will be adjusted based on feedback from the parties involved.
" We believe the timing is good for this plan. But both sides need to be practical and realistic ," the US official concluded.
