A new constitution and a new government will be promulgated in March, headed by Enver Hoxha. In Vlorë, nationalist Albanian delegates, led by Ismail Qemali, proclaim the independence of Albania and the formation of an independent government, raising the Albanian flag in the city, after forming the Albanian National Congress. In Tirana, the capital of Albania, Enver Hoxha, the Albanian communist dictator, dies, who was in close harmony with Stalin, and took advantage of Tito's Yugoslavia break with the Soviet regime to break with Yugoslavia and strengthen his control over the Party Albanian Communist, purging him of pro-Tito elements. Later he rejected de-Stalinization and the opening that Khrushchev introduced into the Soviet Union, breaking with that country in 1961. (36 years ago)
